Organisational Structure
OWNERSHIP
The Tanzania Zambia Railway Authority (TAZARA) is a statutory body, owned on 50:50 basis by the Governments of the United Republic of Tanzania and the Republic of Zambia.
TAZARA commonly referred to as the Authority is established under the Tanzania Zambia Railway Act of 1995 as a body corporate.
GOVERNANCE
The governance structure of TAZARA is as follows:
Council of Ministers
The Council of Ministers that consists of three Ministers responsible for Finance, Transport and Trade respectively in Tanzania and the three Ministers responsible for Finance, Transport and Commerce in Zambia. The Ministers responsible for Transport are the Chairmen of the Council and the Chairmanship rotates between Tanzania and Zambia on annual basis. The Council sits once a year.
Board of Directors
Like Council of Ministers, The Board of Directors (BoD) consists of members from both Tanzania and Zambia comprising:
(a) Permanent Secretary, Ministry of Transport – Tanzania.
(b) Permanent Secretary, Ministry of Transport, Communication, Works and Supply – Zambia
4No. members with experience in transport, commerce, industry or finance and are appointed by Ministers responsible for Transport in Tanzania and Zambia. Each country appoints 2No. Members and 2No. Permanent Secretaries in (a) and (b) above rotate the Chairmanship annually. The Board of Directors meet four times a year, and the Directors hold office for tenure of three (3) years upon which they may be eligible for re-appointment.
Management Team
The Managing Director (MD) is the Chief Executive Officer (CEO) of the Authority and, subject to the control of the Board. He/she is responsible for the administration of the affairs of the Authority. The CEO is appointed by the Board through competitive selection from the Republic of Zambia.
The Deputy Managing Director (DMD) is appointed by the Board through competitive selection from the United Republic of Tanzania. The DMD assists the MD in the day-to-day administration of the Authority.
TAZARA has two regional offices i.e. Tanzania and Zambia Regions. Each region is headed by a Regional General Manager (RGM) who is responsible for the administration of the affairs of the Authority in that region and is under the control and supervision of the Managing Director. These regions are required to operate as cost and profit centers on sound commercial principles.
